I cant actually speak nor read Thai. So I cant check if its right. Lol!

It looks an awful lot longer than Lincoln's Gettysburg address. That's a bit puzzling.

But it sure LOOKS like Thai to me. Has a lot of their actual diacritical marks, and etc.

And even if it is pure made up gibberish (only made to look like Thai) its rather impressive gibberish.

So...I am impressed! Lol!

It's actually pretty simple and you should, having as much knowledge as yourself, be able to solve it just using the patterns found in the string. Seeing as though you're finding it a little tough here's a clue: hexadecimal|binary=ascii. That should be all you need to solve it.

EDIT: amended the clue to make it even simpler.

Congratulations and the clue was indeed in the question. I was thinking of using a Caesar/rot13 style cipher but thought that too simple for such a great mind :)

If boulder means what I think it means, an enormous rock, linguee-translate is not clear in that, then I guess the answer to your question is yes, that he can.
Why couldn't he?
He can do everything according to your question, why not creating a boulder so heavy he couldn't lift it.
Of course he could create a device to lift it if necessary or create himself the power to lift it afterwards, if the boulder would cause any problems.
