I am thinking about earning extra money by helping people in this building (this is an elderly/disabled building) but well I should charge a set rate by the hour lol!

totally. It's a good idea, but just think how other people have given you quotes in the past, if you have a plumber in he doesn't work for a pittance, he doesn't do extra jobs for free. You can provide good value, but you need to help yourself too, charging a rate which is fair for everyone is an important step in any business.
