IMO the stalking is born from obsession with that person and a need to have a "fix" of seeing them, trying to interact with them or be physically nearby. There is a whole relationship with that person taking place inside their brain and they delude themselves into believing the relationship inside their head exists outside of it. They imagine things such as conversation dialogue and over-interpret the person's actions has having special/exclusive meaning for them. They analyze every action and word said by the person and find in some disjointed way to define it as a reciprocation of romantic feelings. Hence why you should never try to approach a stalker if you have one, because it just feeds into their obsession, validates their behavior and makes matters worse.

If it's the bad kinda stalking from a psycho ex or something that's usually born from jealousy and rage because you've moved on with life and they haven't. The control they had over you when together (or thought they had) is no longer there so they resort to whatever desperate means they have left to try and exert it again. They do this in order to try and prevent you from finding a happy relationship with someone new, or being confident at nailing that new job, or just doing what they can to continue to affect your self-worth and stress levels.
