I had a lot such programmes so I can't recall all of them. It's several ones I can elicit from memory:
Maya the Bee (EXTREMELY popular in my country when I was a child, well, in that time there wasn't much more to watch in Polish TV)
The Smurfs
Ulysses 31 (ah, that delightful shiver of terror :D - Ulysses had DEAD bodies of his companions on the board)
Loonytoons
General Daimos
When I was in my pre-teens:
Little Witch Meg (her name was changed to Bia)
Sally, the Witch
Magical Girl Tickle
In my early teens I liked also Sailor Moon - I remember that my favourite evil guy was Zoisite

I loved The Magic School Bus... it was so fun and exciting and educational too! The people who created that REALLY knew how to teach kids science! :D

When I was 10, after my grandmother died, I stayed a lot over at the house of her and my grandfather and my father... my dad introduced me to TeleToon, the cartoon cable channel, channel 49. We didn't have cable at home where me and my mother lived, so this was new to me. I liked Caillou, though I was embarrassed about it because it was so stupid, and I kind of liked it because it was so stupid. :D Me and my dad used to amek fun of it together.

I also loved:

Scooby Doo. It was suspenseful and sort of funny.
Donkey Kong Country
Sometimes Cow and Chicken
Tales from the Cryptkeeper
Often Ned's Newt (though it wasn't really meant for kids)
I used to hate Duckman and Pond Life, but then I grew to like them because they were so bad they were good!
Bad Dog was cool, but not the best.
I also liked the very short time-killing cartoon things they had between shows; they were interesting.
There were many more I also liked!
