Well, if we're talking ANY cartoon, and not just anime, I'd pick Nara from Robotix. She's big enough that I could ride around inside her, and possibly millions of years old, thus satiating my thing for both older and larger women. And I could mentally interface with her, attaining an even greater intimacy than sex.
You see, some of my cartoon turn-ons have gotten really abstract in recent years, and I've developed a fascination with perfectly spherical women. Nara fits the bill perfectly by virtue of being basically a metal ball with red eyes and mouth and 4 spider legs. I can't really think of too many characters that fall into this category, so I've actually been turned on by that simply-drawn female onion thing from those social anxiety medication commercials a few years ago.
And I'm not ashamed to admit, Don Patch in BoBoBo-Bo-Bo-BoBo usually looks pretty damn hot when he gets dressed up in drag.

Hey, in my book, a "fantasy" may as well be something physically impossible so I don't get all delusional...
