That's just a little shock, not electrocution. Electric fences have a very short pulse of about 40,000V (similar to a car spark plug).
If you get a chance, a good trick is to wear gum boots (rubber boots/wellingtons?) which insulate you from the ground. So long as you don't touch anything else, you can hold the electric fence for as long as you want, and tell others its not turned on. - lol
