This, discribed as a "chupacabra" looks very dog like to me.

This picture on the other hand could well be one over exaggerated one of the animal above, see the resemblence, bony arms etc?

That isn't a gnome, that is a "nisse" they are little creatures surposed to live on farms and take care of the animals if you feed them porridge. If you neglect them however, or mistreat your animals they will use their magic to make your life a living hell.
At some point in history nisser became the helpers of Santa Claus (And not elves as you may think) Elves are wood spirits that dance mortals to death.

is the little man real? probably

is it a hoax? could be

should people be scared? probably not

do people really let little men terrorize them like so or do they take action against them? they could call local police or if they dont have police they can just ask the guy what he's up to.
