Because of the global world order of our times, wealthy nations need to be concerned with the fate of underdeveloped states. The wealthy or First World countries depend on the natural resources and cheap labor force of Third World countries (p. 308). In turn, the less privileged nations depend on the money from exports and the money secured from wealthy nations in the form of loans and international aid (p. 314). Monies borrowed by poor states can keep them from total economic collapse while the rich states consume their resources. If not handled properly, this arrangement can lead to frustration and animosity toward the rich states. Extreme poverty and exploitation of natural resources including cheap labor can foment dissatisfaction and cause civil, economic and political unrest. This atmosphere often breeds terrorism and a hatred of the West.
