As a listener only, I think the most interesting finds are the ones discovered in unexpected places. Strange too when one finds something that to your mind shouldn't be there. Bands generally remain in their comfort zone, but occasionally they venture into another genre. Sometimes they put out a song better then most in that genre as if to say, 'If we played this s**t we would kick a** here too'. Parliment Funkadelic was of course a Funk band, and also had notables such as George Clinton & Bootsie Collins as well as Eddie Hazel, but could rock when they wanted too.
The first Rolling Stone top 100 Guitarists list in 2003 was an editor's pick, so subjective. But the update in 2011 was done by voter panel. Heres the list of voters below. I couldn't find any other list that had a comparable broad range of judges as well as so many voters.
