Hm... Budget cuts. Furlough days. Strict-ish dress code. Too many lazy and not very smart students taking up the space when a lot of people who care about their education want to attend this school.

I'd guess the point is that some people are uncomfortable with that kind of language and prefer not to speak it or read it too often.
