Promises to aliens have no validity.

Not quite. Cybermen have human brains, but their emotions have been removed.

During the Cyber-conversion process, the brain is modified with an emotional inhibitor and/or a brain-altering drug. All other organic parts are eventually replaced with machine parts.

And keeping with the topic, I found this on flickr:

To what end are Cybermen created?

Same basic principle as all other life: survival of their species. Lacking organic parts, Cybermen can only reproduce by turning other humanoids into Cybermen. Think along the lines of the Borg.

I have a question what if they are in an EMP, would that cause them to die.

In some cases, yes. Gold also interferes with their life support systems. And for further Cybermen-related questions, I suggest you look here: http://en.wikipedia.org/wiki/Cybermen

It would unless they are somehow shielded against EMP. Do Cybermen and the Borg share the same philosophy of unrestrained consumption/predation?

The simple way at beating the cyberman is creating an EMP, that doesnt sound like a very good army of war.
