I'm not sure. It's just a constant level of loud footsteps around their flat, mouthing off out the window and loud music and dog barking.

Loud music can be classed as antisocial behaviour.

Unfortunately footsteps isn't, nor are babies crying. Don't know about dogs barking, but I'd rather hear a dog barking than a baby crying. Can't stand the sound of babies.
