I use that phrase and or wording in a negative meaning not pertaining to nationality,rather I once lived there was an area in the city which, I resided in was called,"Frenchtown".Once a gloriuous and cultured area from ages past,but over a century later it became nothing more than a haven for drug users and prostitutes in the literal sense.Therefore, in all respects all cities across the world have their own ,Frenchtowns,Ghettoes,Slums,etc
