That is the character known as Dai played by Freddie Jones, it's hard to describe his character accurately, but for simplistic purposes he is someone whom simply keeps tabs on people mainly the protagonists of the series to make sure no harm comes to them or something along those lines. I know it appears as if he was some creepy stalker like person, but reality he is rather more of a honorable person. I always enjoyed that series for a variety of reasons, as it explored several different themes and concepts that a normal 7-10 year old child would have never been able to understand. As well, When I lived in England I had wanted to visit Avebury to see the stones, but did not get the chance.
