Yes, it's in Willimantic (a section of Windham) Connecticut.
I look up the story behind the frogs statues and they are actually bullfrogs which (commemorate?) an event called the "Frog Fight" that happened in the 1700's durring the French and Indian war. Basically the towns people woke up in the middle of the night to a really loud and scary sound which turned out to be made by hundreds of bullfrogs fighting to get to some water which was scarce at the time due to a drought.

Where I live, there are tons of spring peepers out. I've never seen one, but I hear them all the time this time of year, but they only come out at night. They get really really loud at times and sometimes when my bedroom window is open I have trouble falling asleep! luckily it is a beautiful sound. But I have no idea if there are a lot of peepers still in Willimantic.
