I was born in one of the strangest cities in the USA. Not even kidding. Anything is possible here.
If you don't mind me asking, which city? And how is it strange?

I think I've just learned something new today.
No, they don't use the same for both.
In my experience "brown" generally refers to Peoples from India and the Middle East. Red usually refers to Native North American Indians.
It makes more sense when you look at it in it's historical context (I think?).

They even have a gigantic doughnut called the Texas doughnut, and it's the largest doughnut they sell. They give a free cup of coffee to whoever can finish one on their own.
