If this were to be turned into a story, then would it be better as a book or a movie and what should its title be?

I would think of both, a book will be good, I think a movie would be good as well, but not sure, possibly a movie for TV rather than a theatrical film.

Callinicus could do, but maybe with some clue that it is about time-travel - perhaps in the subtitle?

True, it would be better to have a name like that, I think about the movies 300 or 1000BC, perhaps something like this, the year of the events?

More or less ambiguous. I don't know the "laws" exactly and no experiments have been done to confirm any of the conjecture of philosophers anyway. Really, the approach of the rebels to time travel would be more or less the approach on Halo toward survival: "Well, this is our last chance to live, lets give it a try!"
