[Edit]. Yes. This loco in the picture is designed to push a coach cab first which is unusual, as normally they are designed to push chimney first. It is a rack railway locomotive, or a loco which came from the same design that rack railways use. I can't see the track to see if the rack is of the Abt design, or if it is of another design.
[Further edit]. It has to be one of the Snowdon Mou tain Railway locomotives, but it looks confusing. Maybe it is backed onto the coach of another loco whilst it is in a siding etc. Interesting isn't it! It is a typical 1890's Swiss design.
