[Edit]. Yes. This loco in the picture is designed to push a coach cab first which is unusual, as normally they are designed to push chimney first. It is a rack railway locomotive, or a loco which came from the same design that rack railways use. I can't see the track to see if the rack is of the Abt design, or if it is of another design.

Ah... Just further edited to say it must be a Snowdon loco... Still Swiss made around the 1890's. 1893 rings a bell. 1903 at the latest. 
I have seen though, that a company still makes little locomotives like this with modern ceramic boilers with the option of having electric water heater in the boiler and even in the water tanks so it does not take long to raise steam.
