Can someone please tell me what this smiley

means? I see it a lot, but I've not yet managed to decode its meaning or work out the exact context in which it is used.

Maybe they're marvelling at the complete awesome randomness of granny's wearing blue skirts. Or they're indeed getting glee out of making a sarcastic remark about the insignificance of such blue skirt occurance.

Like a year ago, I used to think that it was the symbol that represents trolls. But no, its the awesome face as blue_bean said.
