New Despot, Help Wanted.

Yeah, the title is pretty ridiculous, but I'm trying to be somewhat, kind-of, in-a-way, serious. If I posted this in the wrong place, please kindy direct the idiot (that's me) to where I should go.

If I was a modern-day despot, dictator, etc. and I didn't have to worry about prejudice from other nations or heavy sanctions from the UN or anything like that, how would I set up the structure of my government, economy, and constitution so that my nation would be prosperous? What would be the laws that I should set in place, and how would they differ from the laws of other countries? Should I be more strict, allow more freedoms, somewhere in between or far off to one side? I can be very flexible, so long as I AM STILL THE DESPOT WITH FULL CONTROL. Hypothetically.

Think of how such a nation would manage in today's world, but please don't automatically assume "oh, despotism, that's pure evil!" because, after all, despots don't have to be complete unholy monsters, there's just not too many benevolent ones recorded in history, but they do exist. And yes, I know of the saying "power corrupts, absolute power corrupts absolutely;" let's just assume I'm resistant to power trips. Hypothetically.

Let's pretend that this nation is on some fictional continent with the ocean to the south, and three countries to the west, north, and south respectively. The land is about a quarter of the size of the United States, and has a flat tropical coastal region to the south, and temperate hills and valleys stretching in a crescent moon shape from the southeast to the northeast to the northwest. There's also a temperate forest to the west, and a plateau in the middle that is a grassland. The land has sparse raw materials of its own, not including the possible farmland. Where should I build cities, farms, etc? I did set some things up that would be obvious, but that's for further discussion.
