I think it can be perceived several different ways, but whenever I see it I think that it is saying that you choose where you go in life, and where you are is because of choices you made and how you dealt with the choices that others around you made.

don't know how it's intended but i interpret it something like this:

what does it mean if you are confused?? it means you're confused!

sort of a joke, that some things can only be taken very literally and it's silly to try to extract meaning..

I interpret it similarly. A person can run away from their life and go somewhere else or hook up with different people but they tend to take their problems with them too.
