mental health and marriage

I know of someone who is a mental wreck. She's not very bright at all and has some serious psychological disorders.

I guess I'm just asking if anyone knows if it's legal for someone who's of average intelligence to marry someone who's mentally challenged.

I don't see any reasons, why it wouldn't be legal.

I'm pretty sure it's legal unless her family, mental health system or court has her declared where she doesn't have the rites of an adult; I forget what that term is.
