What are you supposed to say? I honestly don't know.

"What?" seems rude.
One of mine is people who don't use their turn signals because they're holding a cell phone in that hand.
I find this annoying because, well, I don't really know, it's just one of those things. I don't normally mention to the person. I tell people that it's OK if they say something else besides "pardon" because I don't really get why saying "what" is rude. It's probably the social rule that baffles me the most. It just means "What do you say?", really. It makes no sense.
I agree with you. I always said, "What?" and it doesn't bother me when other people say it to me. But other people seem to be bothered by it for some reason. So I never know what I should say.
Here are some more:
-People who think they are too good to associate with anyone who has different beliefs than they do
-Clothes that fall apart in a matter of months just from normal wear
-"Easy-open" packages, which are impossible to open
-People who drive their SUVs half a block to take their kids to the bus stop
-People who honk their car horns instead of getting out of the car and knocking on the door
