Of course what "foreign" is will depend on where you are from, but I've noticed something, and I was wondering if anyone else noticed it too.

People of all racial and ethnic backgrounds can be found with either American or British accents. You do not see many people of other racial or ethnic backgrounds with something like Indian, Middle Eastern, or Asian type accents. I have never met someone who wasn't of that ethnicity that had one of those accents, although I'm sure there are people of other racial and ethnic backgrounds that were raised there and grew up learning their language first and English second and consequently speaks English with the accent from that country.

I wonder why that isn't more common?

That's because, in a lot of cases, a) there aren't a lot of people with those accents because b) a lot of Westerners wouldn't want to live in these countries, Japan and several of the other Asian countries excepted. There were Anglo-Indians, for example, and they had a distinct accent of their own.

That was covered in the OP. I regularly hear people of, say, Pakistani extraction with strong Lancashire accents. It's kind of sexy, actually. Black people with Irish accents isn't something I've heard, but Dublin now has a considerable Nigerian population so I'm sure that, in time, you'll hear more black folk speaking with a Dublin brogue.
