How do you make a comment or quote appear underneath a post

its like an underline __________________and a comment or quote underneath, where in the settings do I go to create one?

That's the signature.

Click on "My Account" (top right of any WP screen), select "Edit Profile" and scroll down to the "Signature" area.
Type in something (note that the instructions about using HTML are incorrect: just use plain text) - the dividing line is provided automatically.
Make sure the "Always attach my signature" selection a little way above this has "Yes" selected, then click on the "Save Profile Changes" button.

Your next posts should now have the signature automatically attached. It can also be disabled on a per-post basis - see the options underneath the post editing window.
