Location: was Louisiana but now Vermont in capitalistic military dictatorship called USA

I was out walking around getting exercise & I saw a walker in front of a parking-meter. Noone was nearby & there was abit of time on the meater 
I'm really wondering Why someone would park their walker there like it's a car
