Why are so many Missed Connections so vague?

We have these in my city too. Usually they identify the place and time, or at least something that the person was wearing or doing.
Even then, the descriptions are still very limited. I used to wonder why.
When I tested a theory on my friends, I found that they simply do not notice details at all. Especially a few days to a week later. They don't notice details in the first place, and if they do, they don't retain them. The lack of description and detail probably has to do with that more than anything.
