No, it's more related to the nature of the crime. Planting bombs at airports is more of a threat to more people than smoking joints on courthouse lawns. Releasing these two people would allow them the opportunity to set more bombs where they could do more damage. Releasing a stoner means that the worst he likely to do is light up another joint.
Let's keep those two terrorists locked up for as long as the law allows. The protection of the general public comes first, and trumps any right to 'reasonable' bail.
