Anyone know anything about Goldfish & Elodea?

Hi,

I recently purchased a new bunch of elodea for my fish - which resides in a round bowl (opening at top is about 18.5cm, the widest part is approximately 29cm, and the circumference (girth) is 94cm). Now my fish (otherwise known as 'Turtle') has been very happy until lately.
I thought it was due to the heat, or a lack of oxygen in the water as new elodea was required. She was hanging around the top of the fish bowl basically all of the time - and not due to 'conditioning of feeding' - I gather it's to get more oxygen.

I changed her bowl water (as I do every 4 days), yesterday and added the new elodea. However she is still constantly at the water surface - I do not know what is wrong.
She will still eat if I feed her (and have noticed her trying the elodea out).
After doing a search for elodea on the net - I did not discover an answer to something I think may be a possible cause of the problem:- Does the plant elodea intake oxygen from the water during the day, or night? Does it actually drain the water of the oxygen needed for Turtle? Because I was informed it was an aerating plant. Until now there has not really been an issue - Although there is more elodea in the bowl than she has been used to for a while, I am always also extremely careful when I remove her from the bowl for changing not to remove the 'slimey protective film' (don't recall its correct name) on her body, and always make sure the fresh water is as close to the original temperature as I am able to gauge.

I am asking here, as the Aquarium is now closed and as Turtle is part of my family, anyone who has any suggestions - please let me know.

Bowls are bad for fish. That might be the problem. Also, don't change all the water. Only change half at a time, and leave it in the water.
