I've never seen any kind of official rule about it, but I do, especially if the container had milk or something similar in it. Not washing out the milk would make it turn nasty.

It's good to rinse things out/off but it's OK if there's alittle residue or you cant rinse it all out the container.

also...make sure you note the difference between recycling and trash! i've seen countless people throw apple cores or old bird seed into the recycling bin and it is not pleasant to see.

I always do. It's usually not too much trouble (except glass peanut butter jars).
