I don't get it either.

After a few minutes, only thing I could think of is maybe it's implying that hell has "frozen over".

At one point to see someone on ice was to see someone who was dead.

ahhh, thanks for clearing it up. i've never heard "on ice" used in that way, must have been used in generations before me.

i thought it was a word pun involving "nazi" that i could not put together.
