Has anyone gotten this type of recording when trying to reach someone? I don't know what it is.

The caller you are trying to reach is not available right now please try again later message 2 switch 116

I remember it having happened occasionally, the few times I've rung someone, and it's when their phone is turned off.

No idea though about "message 2 switch 116" :D

Its a message you get when someone cellphone is turned off or out of service(for example in a deep basement or on countryside).

I once tried the "Reject" button to see what the caller heard when the call was "rejected", using two mobile phones. The message I heard was something like one in the OP. Just suggesting another possibility.

I don't know about "message 2 switch 116" though.

I still have Dial-up Internet and when someone calls me, that's what they'll hear when I'm on-line. I don't know what "message 2 switch 116" means, though.
