I don't see them on regular family cars so much now, but dad, and everyone had chains on their tires in the winter when I was a little kid in the early Sixties.
In the Washington area we had a spat of big snows back then. Snow tires weren't enough. Even in the Seventies I remember dad reminiscing about "the snow was so bad then that you needed chains on your tires". Chains do brake and, as I understand it, are more likely to get tangled up into the underparts of your own car than to hit targets outside your car. But as with snow tires you don't just leave them on your car in the warm months.
