If we are talking quantum mechanics, wouldn't the digital clock be unable to change unless he was watching it? I mean, without an observer, the waveform wouldn't collapse and the time would be unfixed. Therefore, the clock must be displaying a new time at the exact moment he looks at it, and not before.

It depends on if the collective reality is correct. If, collectively, everyone perceives that time is moving, then it moves regardless of his perception because, so to speak, "Someone was still around to hear the tree fall in the woods."

It was a pun on Schrodinger's Cat as when RichardB blinks, it is almost as if the clock is simultaneously in both states of being at one minute and the next.
