They vary as to whether or not the animals move their lips when they talk. Sometimes they do, sometimes they don't. In the Homeward Bound movies, the animals don't move their lips. In Dr. Dolittle, the animals do move their lips.

The first movie I remember watching where live-action animals moved their lips when they spoke was Babe. For something made with CGI in the 1990's it was done pretty well.

In Dr. Doolittle I loved Rodney the guinea pig, because I have a thing for guinea pigs having owned them as pets. You'd think a guinea pig would have a high squeaky voice and a timid personality, but instead Rodney is saying things like "Yo man, just chill!" and acting very brash.
