Do you think either of these are good ideas at all?

1. Creating a type of specially trained police officer, that would handle cases involving children. They would have training in child trauma and other things that would be helpful in cases involving children.

The officer would dress up in a superhero costume of the communities design, and have a decorated vehicle. Local news stations would give them some publicity. The goal being to try to help the children involved be more comfortable.

2. Allowing licensed citizens to dress up as superheros and handle minor crimes, these people would be paid off of public donations to them.

Already been done -- they're called "Special Victims Units" (like the TV show).

Stupid idea. Some kids are just as afraid of adults in costumes as they are afraid of adults in uniforms.

The first one would draw to much attention to the child and put them at risk of bullying and further abuse.

The second one would end up with someone getting hurt and numerous lawsuits.
