In common usage it refers only to those things you see in hardware stores like screwdrivers, hammers and drills. Pencils and can openers are technically tools, but often aren't considered such.

I've heard a pencil referred to as a writing implement.
Can openers are utensils, unless they're electric, then they're an appliance.
They're all tools.

There is band called "Tool", and a tool can be a person who is a lackey, or an agent of someone else; and tool is also slang for male genitalia.

When people think of tools they typically think of those things that they sell at hardware stores. Those are the things you find in toolboxes and toolsheds.

I'm beginning to hate the expression "tools in the kit." It's one of those clichés that come easily out the mouths of people who really don't have that many tools in their own kit other than talking.
