Why would a film director hire an actor who only had one or two film credits to his or her name?

They may be the only person who meets the physical description needed for the film.

The leading man for Crazy Rich Asians had no previous acting experience, though he did some narration. But, someone had to be the first leading Asian leading man for the film to work. And he did just fine. The film made 174 million on a budget of 30 million! They did hire great actresses with tons of experience.

A lot of handsome men don't want to be actors, as it isn't considered a manly profession. Which is why like Tom Cruise is so successful despite his height.

I would think one factor would be cost. If you hire a name actor you might expend a significant part of the film's budget on that actor alone. But if you hire an unknown who is just as capable of filling the acting role, the film's budget can be spent elsewhere, such as all the special effects that are integrated into films today.
