I've been asked this before. No, 25 is more than one, so it should be 25 cents, not 25 cent. Having 25 cent is not logically possible.

Never heard it said that way.

Have heard "brother can you spare a dime?" from docs about the Great Depression (when a dime was worth about two dollars in todays money).

And "do you have 25 centS ", and "do you have a quarter?".

But "25 cent"?

Not yet heard it.

Maybe the person asking meant a 25 cent piece which would be one quarter in US currency.
