Being nice to strangers

To be honest, I don't always know whether I should be nice to strangers or not. When it's a friend I already know, I know how to react. But when it's a stranger, I'm like, "what if they are rude", etc. I don't enjoy conversations with strangers unless I know they are, like, friendly enough or interested enough to talk to me.
I don't mean random people on the street, but more like neighbours you never really talk to or even when you go to a local store and a few others are there waiting in line, or looking around to buy stuff, etc. Anything of that nature, not an entirely stranger out of nowhere, but someone who is doing the same thing you're doing, pretty much. Even if you don't know each other, of course.
