If I were the president of Argentina, dealing with the Odessa plan to protect escaped Nazi war criminals...
This is what I would do..

I would put the Nazi war criminals into a prison facility, and make an Argentina Department of the Labor Corps for protected Nazi criminals of Odessa. (LCPNCO).

And tell them that these are rules.

1. This prison is your home, for your safety.
You are not allowed to live anywhere else.

2. This is an automatic, life sentence to indentured low cost, municipal labor...
Until you are either too old to work, or a deal is made that you will not recieve the death penalty, or more than 20 years in prison..
After such deal is reached, if it is ever reached, you WILL be extradited to face your criminal charges.

Any deal made, will be without your input and will include you pleading guilty to ALL charges.

If you should reject the deal to recieve less than 20 years in prison, in exchange for a plea of guilty..
You will be extradited to face FULL prosecution, and FULL penalties, up to death.

If you should live to be 75 years old without a deal made...
You will be extradited to face FULL penalties, on the understanding that even IF you are executed, you have lived out your life anyway.

3. Men are to work on roads, bridges, railroads, repairing and washing municipal vehicles,
And performing Farmwork, forestry work and urban lawn care and gardening and trash collecting and making government furniture.
For which your pay will be $4.50 per hour.

Women will sew government uniforms for Argentina, and be the nurses for injured laborers.
For which their pay will be $4.50 per hour.

3. You will get divorced from your spouses and your children will be adopted out and given to willing Argentine families.

4. For your safety, you will wear a Dog tag and an electronic monitoring bracelet.
You will be guarded by agents of the Argentine military.

5. $1.00 per hour is the taxes that you will pay.
These taxes will go toward your legal defense funds for if and when deals to salvage your lives are reached and we extradite you.

6. You are required to spend at least 12 hours per week in a secure mental health facility..
With the staff all knowing exactly your crimes, and presuming your guilt.

7. If you should die while an indentured servant, there are no choices for disposition,
The mandatory method of disposal of your remains is cremation, and scattering into the South Atlantic Ocean.

To prevent statue martyrdom by way of a marked grave.
You do not deserve commemoration or immortality, and you will not have it.

8. 600 mL of whole blood must be donated without pay, 4 times per year, from healthy donor prisoners until age 55.
600 mL of plasma must be donated without pay, healthy donor prisoners, twice per week until age 55.

Women's hair must be donated from healthy donor prisoners without pay, once it reaches a length of 30 centimeters until such time as it grays, or age 40 is reached.

Then I would have them sign an advisory that this is not simply a life saving program, this is punishment as well.
And that it is the safest option in the world against capture to face Nazi war criminal trials at full prosecution, at the prime of life.

Its a little late for that now.

The youngest "Nazi war criminal" would have been no less than 18 years old no later than the last year of WWII (1945).

So the youngest person in question would be (if my math is right) 93 years old today. That's if any are still alive.
