I'm not deluded I'm just not sure if all forms of terrorism are defined as criminal. I found few books in true crime about terrorism and even other people like the nazis were not included because even though they committed terrible things they acted or believed they acted with the approval of their society's legal codes which is one of the reasons they are not included.
One thing is--this is usually the domain of a world history book, not the smaller focus of the average true-crime historian. I wouldn't over think it. Besides, if you want to cover massive atrocities, you could write a second book about this legalized sort of terrorism practiced by the world's greatest evil regimes.
