"The ice cream truck is actually a music truck and the reason why kids run towards them is because they are requesting what music to play."

Something parents tell their kids so they won't ask for ice cream from the truck.

They only play the jingle when they’re coming to park up, still must be pretty awful though.
Assume they must wear ear plugs...

Yes but the ice cream truck doesn't change its music

If the driver of the ice cream truck wears earplugs he can't hear other necessary noise

At least, not well enough
