Why should a small bank have to have a minimum of 3 windows attended when they rarely have two customers at a time? It is rare at my local bank to have even one customer at the counter.
How about certain very high end banks that have no counter or windows at all -- all transactions are done in a private office? I know of one bank that will send a limo to pick you up if you need a ride to the bank if your balance is above a certain minimum. Should they be required to have three limos for that purpose?
How about a small grocery store? The nearest grocery store to me just has two checkout lines and you rarely see both open at the same time. In spite of that, the longest line I have ever seen there was four people.
One size does not fit all.
