The lesson is supposed to be that Christmas presents are not important, birthday presents are, and Christmas is Jesus's birthday. Words to that effect.
My idea of the lesson the kid will learn is
1) Good kids get presents from santa
2) The bullies down the street get presents from Santa, so they're better than me
3) I've been good all year, but got no presents
4) I'm defective
5) Life sucks

There are some things to know, is she a single mother? if not, then her husband or partner would agree?
Those "lessons" would not be neccesarily the case if the kid is thought there is no Santa, but I agree, is a good part of childhoog the "christmas spirit", I loved christmas as a kid, so to take that away from them, would not be a good thing IMO, she should remember how things were when she was a kid before thinking about that. Although, I don't think this is actually abuse, just because of it, which it depends on other factors.
On the other hand, she might be a devoted christian, I think few christians (different denominations) don't celebrate christmas because of the pagan influence on it, so most of them decide not to participate at all or some of them might do it differently rejecting all the commercial stuff related to it.
