Even I feel very foggy during meditating.

So foggy, might as well have my head with nothing but thick fog instead of thoughts.
Or if thoughts do arise, it's hard to see it through the fog.

If not waking them, I end up staring at them, see if they're breathing or move...

Yes, including humans who are asleep or should be sleeping.
Yes, this also includes insects and other sorts that are being still.

Someone could kill a homeless person at club 33 in Disneyland and eat them and nobody would find out...

I mean people would find out but they wouldn't get into trouble.

They could do anything they wanted there cos they're rich and powerful.
