Sounds more like bureaucrats than NTs.
When my kids were in school, I wrote something about how many autism specialists it took to screw in a light bulb.
It went something like this:
1. To label the lightbulb precisely and just not follow common sense about the lightbulb.
2. To get a team together and think up a meaningless wordy plan that is just there to trick everyone into signing off on it.
3. To have someone evaluate the bulb and say that whatever you do with it, it's still gonig to be a dim bulb.
4. To pass the lightbulb over to the experts to follow the plan.
5. Then one of the experts screw it into the sink.
