I don’t know too much about computers but I may have the same problem. When I turn on task manager sometimes I find that IEXPLORE.EXE is on top of the CPU usage list when it should be System Idle Process. When I end the the IEXPLORE.EXE process everything goes back to normal. Don’t hold me to that though, it’s just a guess.

Primary locations:
Add/Remove Programs
Any BHO's Browser Helper Objects you didn't want installed
Run "msconfig" to see what shouldn't be there, if you are unsure get a list up and someone will tell you what should not be there

Go check Tor again, it seems that you checked "use my computer as forward" or something similar, and of course it'll EAT your bandwidth. Go check the options and disable it, as your connection doesn't seem to support it.
