Geography and/or Computer Geniuses

I live in Spokane, Washington. I am writing a story set here. I really, really, REALLY want to flood Spokane. Can anyone tell me where I'd need to block off the Spokane River and the approximate dimensions of my new Spokane Lake? If you can actually create a computer simulation of some sort I'll be eternally grateful. (I can send you my e-mail address by pm if you need it.)
